When hydraulically pressurized the inner sleeve expands uniformly against the shaft and creates a rigid joint. The oil pressure lubricates the contact surfaces in the axial space between the seals. This facilitates the movement of the outer sleeve, which is forced to move because of the axial force created by the oil pressure. When the outer sleeve has been driven up a certain length,  the pressure is released, the outer sleeve compresses the inner sleeve to an even surface pressure. A rigid strong joint has been created.
